Updated the Privacy Policy to v1.2.4. The outward change is a partial
rewrite of section 5, to explain Cookies a little better, but the real
revision is to the layout to make it more portable.

Released version 5.0 of the Web Site with the following changes:
- Site Rating updated with the latest PICS label standard
- Split the whole Web Site into semi-independent 'mini sites'
- Incorporated JavaScript for site enhancements
- Added JavaScript to enhance various modules
- The Ecuador section now resides in its own domain
