Instructions for the Online Nomination Ballot

You must be an attending or supporting member of The Millennium Philcon, or have been an attending or supporting member of Chicon 2000, to make Hugo nominations. The deadline for joining The Millennium Philcon and to also be eligible to make 2000 Hugo Award nominations is January 31, 2001. For more information on becoming a member of The Millennium Philcon, see the convention's Registration page.

For general instructions, please see the How to Nominate section of the main Hugo page. That page also includes other useful information, including links to other sites that have information about the Hugos.

In order for your nominations to be counted when using this online form, all of the information in the eligibility section must be filled out. The unique id was distributed with PR4 or sent to you separately if you joined after PR4 was mailed out.

Please note that you do not have to nominate in every category, nor do you have to make five nominations in each category. You do however, have to make all of your nominations on one ballot. That is, you cannot submit one form nominating in one category, and then later submit another form with nominations in another category. In case of submission of multiple forms, the earliest form, as determined by submission date (electronic) or reception date (paper) will be used.

There is a requirement that a copy of the WSFS Constitution rules regarding the Hugo awards be distributed along with the nomination form. The link above is intended to satisfy that requirement.

In accordance with the aforementioned Constitution, the WSFS Business Meeting has the power to extend the eligibility of works that had received limited distribution (See Section 3.4). At the Business Meeting in Chicago, the following resolution was passed:

Moved, To extend for one year, based on limited availability, as authorized by section 3.4, the eligibility of all works that:

  1. Would otherwise qualify for a "specific work" 2000 Hugo Award (sections 3.3.1 through 3.3.6 inclusive);
  2. Did not qualify to appear on the Final Ballot for the 2000 Hugo Awards;
  3. Have not been published in the USA as of 31 January 2000; and
  4. Have not previously had their eligibility extended by resolution of WSFS.

Nomination forms must be received by March 31, 2001.

  5. Announced itself to be a "semiprozine".
